The programme encourages cultural managers from across Europe and neighbouring non-Europe countries to co-develop creative and cultural productions linked to their expertise as cultural professionals. Tandem Shaml offers the chance for six cultural organisations based in Germany and other European countries to establish a long-term cooperation with new partner organisations from Arab countries in the Mediterranean region. The project provides the opportunity for cultural professionals’ long-term cooperation and knowledge development. It is also a unique opportunity to get a real insight into the rapidly-changing Arab cultural scene now emerging.

What is Tandem Shaml?

The overall aim of Tandem Shaml is to foster long-term collaboration between cultural professionals from the Arab Region (participants of the Abbara capacity building programme of Al Mawred Al Thaqafy) and Europe (including Turkey). During a Partnership Forum all participants try to identify a new partner organisation they would like to collaborate with during the one-year long Tandem Shaml process. All Tandems that have been newly established during the Partnership Forum are invited to submit a full proposal and compete for participation in the main phase of the programme. There will be eight places available for the main phase of this round of Tandem Shaml.

Who is Tandem Shaml for and how to participate?

The programme is for cultural managers from cultural organisations with experience in international project work and an interest in long-term collaboration with Arab partners. English language skills are an essential prerequisite for the successful implementation of a cooperation and co-production. Therefore, the project is targeted at cultural managers with a record of international cooperation and a good command of English. Selection for the partnership forum is based on the quality of the application and inviting a balanced match of interests and professional backgrounds to the Partnership Forum.

What does the programme look like?

The programme is designed as a mix of professional exchange visits, training sessions, networking and specific collaboration projects. The Tandem Shaml process is designed for strengthening managerial skills and expertise of both European and Arab cultural managers who wish to work in international cultural cooperation and intercultural development. The Tandem Shaml process includes the following programme components:

  • Partnership Forum from March 26-30, 2014 with up to 12 shortlisted cultural managers from the European countries and up to 12 candidates from the Arab region
  • Joint proposal of newly established Tandems which compete for participation in main programme phase
  • Kick-Off Meeting in June 2014 with up to eight selected Tandems
  • Mutual 14-day professional working visits of the Tandem partners in Europe and the Arab countries (June 2014 – March 2015)
  • Interim Training Workshop (October 2014)
  • Ongoing expert advice for the development of specific arts projects/co-productions
  • Project funding for Tandem Shaml co-productions of up to EUR 5,000
  • Final event and showcasing the productions in March 2015

Participation Criteria

  • You need to be employed at a cultural organisation that has a minimum of three employees
  • You must have an interest in long-term international co-operation and developing a wider network
  • You must be available to attend meetings, workshops and activities for the programme period and to host a cultural manager in your city/organisation for a short visit
